Functions

The Ministry of Transport is currently the Central Administration of the State Agency in charge of proposing, and once approved, direct and control the policy of the State and the Government in terms of land, sea, river, lake and air transport , including its infrastructure and auxiliary and related services, to meet the needs of the public interest. Among its functions are:

  1. To direct the development policy and the provision of land, air, maritime, lake and river transport services, and auxiliary and related services, both within the national territory and internationally, in accordance with the norms of international law;
  2. Establish and approve, in conjunction with the organs and agencies of the Central State Administration, the rules and plans that encourage the participation and use of the different systems and means of transport in traffics where they are more rational for the economy of the country, without prejudice to their respective competences;
  3. Establish regulations and technical standards for the acquisition, maintenance, partial or capital reparation, technical modifications, manufacturing, exploitation, control and deregistration of the means of transport and other equipment of the different transport services, correspondence with the characteristics of the road, air, maritime, lacustrine and fluvial system, the protection of the environment and other aspects of a general nature;
  4. To exercise, within the framework of its competence, the aeronautical, maritime, fluvial and lacustrine authority. He is rector in the road activity, the automotive and rail transport, in the national scope, on state and non-state third parties, as well as before the international community;
  5. Grant, limit, modify, suspend or cancel the licenses, permits and certificates of aptitude, for the provision of any transport service and the auxiliary and related services, by the state and non-state sector of the economy, in the national territory, according to to established procedures;
  6. Regulate and control the norms and conditions for the safety of land, air, maritime, fluvial and lacustrine transportation, maritime and air civil navigation; issue the corresponding certificates and dictate as many security measures as necessary for the prevention of accidents in the different transport systems; participate or dispose, within the scope of its competence, the search and rescue operation, according to the Aeronautical and Maritime Search and Rescue System of the Republic of Cuba;
  7. Regulate the operation of the investigation commissions to the effects on the railway safety, maritime accidents or accidents and air accidents that occur in the national territory, in correspondence with the established national and international norms, as well as to determine the participation of the organs, organisms and national entities that it deems necessary;
  8. Apply and control, in the different means of transport and its facilities, the use of communication systems, global positioning and signaling for infrastructure, as well as the use of the radio spectrum in the bands assigned to civil aviation and navigation maritime, according to the legal dispositions in force in the matter of telecommunications;
  9. Regulate and control the services of maritime and air civil navigation, and the operation or operation of the technical activities and services of the ports, airports, stations, terminals, loading and unloading centers, and other transportation facilities;
  10. Regulate and control the planning, projection, construction, maintenance, rehabilitation and conservation of the roads, the strips of location, the railways and the strips of right of way and development, ports, airports and their security zones or neighboring these; grant, modify or deny permits and licenses in this regard; as well as establishing the easements, conditions and requirements, according to the established procedure;
  11. Establish and control technical standards and conditions for cargo and passenger transportation services, as well as regulations on the development, investment and logistics of transportation facilities and infrastructure;
  12. Exercise inspection and state control in transportation; and impose contraventions, penalties and penalties on carriers or operators for violating regulations in force in the country or internationally applicable in Cuba;
  13. Establish the classification of land routes, ports, aerodromes, airports, sea routes, airways and other transport facilities; issue, modify or cancel the authorization and certification of operation for ports and marinas, aerodromes, airports, stations, terminals, loading and unloading centers, and other transport facilities, according to the function they perform, in accordance with the rules of national law and international;
  14. Control and execute the process of registration or update of the goods, rights, licenses and permits that are registered in the records under their charge; issue the corresponding certifications, according to the registration procedures that are established; and approve the regulations for the operation of these records that are his responsibility;
  15. Regulate the participation of the different national and foreign airlines in Cuban air transport, and other foreign carriers in the transport activities within the national territory; Y
  16. Direct, regulate and control civil air traffic in the national airspace and within the Flight Information Region assigned to the Republic of Cuba by the International Civil Aviation Organization.
